Once you have a topic, look for more information on the subject from a wider historical perspective. Reference works will define the issue and can provide great bibliographies. Books can go much deeper into a topic than articles can. And look to Journals that you haven't yet looked at to see what they may say about your topic.
The Library subscribes to many databases that contain full-text dictionaries and encyclopedias, which can be excellent tools for collecting background information on any topic.
